Царская Россия без грима, или зухеры вернулись
… Сейчас стало модным говорить о том, как всем счастливо жилось при последнем российском императоре Никки N2 и его супруге Аликс. Россия у нас тогда была из карамели и пряников, реки были молочными, а берега кисельными. Дескать, если бы не 73 года коммунистического режима, то карамель и пряники покрыли бы толстым-толстым слоем шоколада. За что же тогда боролись большевики? Чего им среди пряников не сиделось? Какой-нибудь просвещенный смотритель телевизора (именуемый телезрителем, что по сути одно и тоже) тут же многозначительно воскликнет: они хотели лишить нас «этого»! Всем известно, что в СССР секса не было! А при царе-батюшке был! Поверим телевизионному смотрителю и попытаемся узнать, что думали большевики о сексе и почему они его нас лишили. Поскольку основными носительницами секса во времена СССР являлись проститутки (за что они подвергались репрессиям и гонениям со стороны коммунистических властей (см. фильм «Интердевочка»)), то заглянем в документ времен Сталина (который являлся, как известно из того же телевизора — главным специалистом по репрессиям в мире). Заглянем в Медицинскую Энциклопедию издания 1928-1936 годов, в статью «Проституция». Читаем: «Ослаблению сопротивляемости женщины ухищрениям спроса способствует эротический стиль уличной обстановки буржуазного города, его мод и увеселений. В распоряжении спроса — широко организованное посредничество. Крупно-предпринимательской формой этого посредничества является международная торговля женщинами. Важнейшие места ввоза: Америка и государства Востока; главные поставщики: Галиция, Польша, Венгрия, Богемия, Румыния и Италия. Дореволюционная Россия по экспорту «белых рабынь» стояла вне конкуренции: даже для далекой Аргентины она давала жертв разврата больше, чем какая-либо другая страна. Главным складочным местом торговли женщинами является Нью Йорк; значительная часть товара направляется морем в Южную Америку и Азию. Как указывает проф. Бляшко в своей «Гигиене венерич. болезней», торговцы живым товаром «покупают для себя безнаказанность не только путем подкупа полицейских чиновников, как высших, так и низших, но также способствованием политической карьере некоторых судей, не особенно щепетильных в выборе средств». Доходы от торговли телом так велики, что с лихвой покрывают все расходы, включая избирательную кампанию- и подкуп чиновников.»

Стоп! Слово то какое нехорошее — зухерство. Наверное, антисемитское! Наверное, брешут коммуняки! Не могло существовать при императоре Николае II (причисленному к тому же к лику святых) такой гнусности, как работорговля! Конечно же это коммунистическое вранье! Большевистская пропаганда по указанию Сталина! Не было у нас такого! Нужно искать другой, более авторитетный источник, который расскажет нам всю правду! Словарь Брокгауза и Ефрона, вышедший к 300-летию дома Романовых расскажет нам как все обстояло на самом деле! Читаем:
«Торг женщинами — (traite des blanches). — В последние 20 — 30 лет получил широкое распространение и в России, и в Западной Европе особый промысел — Т. женщинами, с целью их эксплуатации для разврата. С введением в большинстве государств Европы и Америки системы правительственной регламентации проституции, для содержателей домов терпимости явилась необходимость постоянно обновлять состав эксплуатируемых ими проституток. Исследованиями специалистов выяснено, что проститутка, в среднем, остается в доме терпимости не более 5 — 6 лет: пьянство, сифилис, ненормальные условия жизни ежегодно вырывают из числа обитательниц домов терпимости не менее 1/6 части, и так как добровольно поступают в дома терпимости сравнительно немногие, то содержатели этих заведений обыкновенно имеют особых агентов (зухеров) для вербовки молодых женщин. В последнее время в некоторых городах Западной Европы, напр., в Генуе, Бордо, Гавре, Соутгамптоне, Лондоне, Манчестере, появились правильно организованные агентства, занимающиеся исключительно Т. женщинами, а зухерский промысел настолько распространился, что в одной Вене число агентов по Т. женщинами доходит до 180. Зухеры разыскивают своих жертв (по техническому выражению — «товар») самыми разнообразными способами; они высматривают девушек на бульварах и улицах, посещают больницы и намечают тех девушек, которые по выздоровлении будут находиться в затруднительном положении, стараются приобрести возможно более широкое знакомство в семейных домах, тщательно скрывая свое ремесло, и обращаются к намеченным ими жертвам с предложением доставить прекрасное место и хороший заработок в другом городе. Нередко также путем объявления в газетах и обращения в справочные конторы они вызывают девушек и женщин, желающих получить места буфетчиц, экономок, горничных, бонн и т. п., или просто публикуют, что ищут девушку на честное, хорошо оплачиваемое место. В некоторых заводско-фабричных центрах, где работают много женщин, зухеры (под Москвою они известны под именем «маккавеев») имеют своих постоянных агентов (обыкновенно — трактирных половых или более развратных работниц), которые намечают наиболее подходящих девушек и по приезде зухера приводят их к нему якобы для найма на хорошее место. Иногда зухер является в семейство в качестве приезжего купца, начинает ухаживать за девушкой, женится по фальшивому паспорту и после свадьбы уезжает с нею в соседнее государство или же уговаривает девушку ехать с ним для венчания за границу, а затем сдает свою «жену» в дом терпимости; в Одессе, напр., были зухеры, которые женились под ложными именами по 6 раз, после чего жены их оказывались в константинопольских гаремах и домах терпимости. Нередко один зухер открывает модную мастерскую, а другой — дом терпимости; девушки, поступающие в мастерскую, развращаются там и продаются в дом терпимости. Наконец, бывали случаи, когда зухеры похищали девушек силою. Навербованные такими путями женщины обыкновенно отправляются к месту назначения в сопровождении самого агента. О прибытии транспорта «живого товара» агенты предупреждают скупщиков условными телеграммами (напр., «Высылаю 12 серебряных ложек», «отправлено 8 мешков муки»). Главным рынком сбыта «живого товара» является Южная Америка, в особенности Буэнос-Айрес и Рио-Жанейро, где белые женщины очень ценятся. В Константинополе, Трапезунде и Египте Т. женщинами производится не так открыто, но зато там этот промысел существует издавна. Женщины, вербуемые в одном государстве, продаются в другое; такой обмен проституток обнаружен между Францией и Англией, между Германией, Швейцарией, Бельгией и Россией. В 1895 г. в Нидерландах в домах терпимости было 400 иностранок, в Париже — 452 (из них 18 русских). Вербовка женщин производится главным образом в Богемии, Галиции, Польше и Южной России: в Буэнос-Айресе и Рио-Жанейро больше половины проституток — бывшие русские подданные. В России рынки «живого товара» открыты в Харькове, Одессе, Николаеве, Кременчуге и особенно в Белостоке; главные пункты вывоза — Батум, Одесса, Рига, Либава, Гамбург. Плата, которую получают зухеры с содержателей домов терпимости за каждую доставленную туда женщину, весьма различна: в России бывали случаи продажи женщин в дома терпимости за 30 — 50 р., а в Аргентине за белую женщину платят (считая с доставкой) до 200 фн. стерл. В домах терпимости вновь прибывшим девушкам обыкновенно говорят, что их не будут удерживать, если им не понравится новая жизнь, обещают даже дать денег на обратную дорогу, если они будут вечером сидеть в зале и разговаривать с гостями; затем в качестве гостей к девушке подходят агенты хозяев, опаивают ее и лишают невинности, а на другой день несчастной объявляют, что документы ее сданы в полицию, и что вместо них она должна получить «желтый билет». Иногда вновь прибывшую приводят во врачебно-полицейский комитет, объясняют ей, что все приезжие обязательно подвергаются врачебному осмотру и таким образом, путем обмана вносят девушку в списки проституток, после чего с нею уже не стесняются. Наконец, нередки случаи, когда завербованную зухерами девушку принуждают к занятию проституцией побоями и истязаниями. Когда девушка утратит свою свежесть, ее перепродают из перворазрядного дома терпимости в более дешевые дома, обыкновенно за сумму ее долга хозяину заведения (считая в нем и плату зухеру), с известною уступкою. После нескольких перепродаж девушка обыкновенно оказывается в притоне самого низшего разбора, откуда затем ее бесцеремонно выталкивают на улицу. Борьба с Т. женщинами была начата двумя обществами: «Международной федерации аболиционистов» и «Лондонским комитетом для обнаружения и подавления торговли английскими девушками, вывозимыми для наполнения домов терпимости континента». В 1899 г., по инициативе англ. «National Vigilance Association», в Лондоне, был созван по вопросу о Т. женщинами международный конгресс, заседавший под председательством герцога Вестминстерского с 9 по 11 июня (ст. ст.). Секретарь названного общества, Кут, посетил весною 1899 г. Париж, Брюссель, Гагу, Берлин, Копенгаген, Стокгольм и Петербург и подготовил почву для конгресса, на который собралось до 100 делегатов. Конгресс высказался за учреждение в каждой стране национального комитета для борьбы с Т. женщинами; совокупность таких комитетов должна составить международный конгресс, который избирает постоянный международный комитет, служащий исполнительным органом. Затем конгресс признал желательным соглашение между правительствами:
1) относительно установления во всех уголовных кодексах по возможности одинакового наказания за побуждение женщин или девушек — посредством насилия, обмана, злоупотребления властью или других способов — предаваться развратной жизни или продолжать ее;
2) относительно одновременного расследования этого преступления, когда действия, его составляющие, совершены в разных странах;
3) относительно места, где должен быть производим суд над обвиняемым, во избежание пререканий о подсудности, и
4) относительно взаимной выдачи лиц, обвиняемых в подобных преступлениях.
Наконец, конгресс выразил пожелание, чтобы были собраны возможно полные сведения о существующих в разных странах обществах для борьбы с развратом, чтобы общества эти вошли между собою в тесную и постоянную связь, сообщали друг другу сведения о женщинах, оставляющих свое отечество при подозрительных условиях, и обязались бы принимать таких женщин под свою защиту. Собравшийся в сентябре 1899 г. в Буда-Пеште VIII съезд Международного союза криминалистов вполне одобрил резолюции лондонского конгресса. В настоящее время постановления о наказуемости Т. женщин проектированы уже в Норвегии и России. В новый проект норвежского угол. улож. (1899) внесена статья, предусматривающая закабаление силою, угрозами или хитростью кого-либо под свою или чужую власть с целью вывезти это лицо за границу для целей разврата. У нас в действующем уложении о наказаниях (изд. 1885 г.) предусматривается только продажа русских подданных в рабство азиатам (ст. 1410), вследствие чего торговцы женщинами, продающие свой товар не в Турцию и Египет, а в Европу или Америку, остаются безнаказанными, особое совещание при государственном совете для предварительного рассмотрения проекта уголовного уложения, по предложению статс-секретаря А. А. Сабурова (бывшего одним из представителей России на лондонском конгрессе), внесло в XXVII главу проекта особую статью, которая карает заключением в исправительном доме виновных в склонении к выезду из России лица женского пола с целью обратить такое лицо на промысел развратом вне пределов России путем насилия, угрозы убийства или тяжкого телесного повреждения ей или члену ее семьи, посредством обмана или злоупотребления своею над сим лицом властью, пользуясь беспомощным его положением, или же зависимостью такого лица от виновного; виновным в занятии Т. женщинами в виде промысла срок заключения в исправительном доме увеличивается. Для принятия мер, направленных, с одной стороны, к предупреждению, а с другой — к обнаружению и искоренению Т. женщинами, образовано «Российское общество защиты женщин», устав которого утвержден 15 января 1900 г. Общество имеет целью содействовать предохранению девушек и женщин от опасности быть вовлеченными в разврат и возвращение уже падших женщин к честной жизни. Оно способствует устройству приютов св. Магдалины и всяких других учреждений, могущих улучшить материальные и нравственные условия жизни, изыскивает средства ограждения молодых девушек от обмана и эксплуатации, доставляет приют и заработок бесприютным честным женщинам, а равно женщинам, желающим оставить безнравственную жизнь, сообщает властям о дошедших до его сведения случаях вовлечения женщин в разврат, содействует потерпевшим от преступления женщинам в защите их интересов на суде, открывает свои отделения в портовых городах и больших промышленных центрах, способствует развитию деятельности других обществ, преследующих те же цели, и служит посредником между русскими и иностранными обществами, а также представителем русских обществ в Лондонском международном конгрессе. Председательство в обществе приняла на себя ее Имп. Выс. принцесса Евгения Максимилиановна Ольденбургская, а заведование делами общества возложено на комитет из председателя, 12 членов, представителей министерств внутренних дел, иностранных дел и юстиции, председателей отделений общества и председателей аналогичных по своим задачам обществ и учреждений. Первоначально члены комитета и кандидаты к ним назначаются предстательницей общества, но затем на место выбывающих ежегодно по очереди 4 членов и 2 кандидатов избираются новые лица общим собранием общества; каждый из членов комитета, за исключением представителей министерств, должен взять на себя какую-либо определенную обязанность по указанию комитета. В 1900 г. Российское общество защиты женщин открыло, по почину и на средства принцессы Елены Георгиевны Саксен-Альтенбургской, дешевые помещения на 50 мест для приезжающих в Петербург с целью отыскания работы девушек простого звания. В 1899 г. открылось Казанское общество защиты женщин, в первый же год своего существования учредившее приют на 40 женщин, бюро труда и юридическую консультацию; в 1900 г. открыто отделение Российского общества защиты женщин в Минске и основано Московское общество улучшения участи женщин, одна из комиссий коего берет на себя задачу борьбы с проституцией. Выясняя задачи российского общества защиты женщин, А. Ф. Кони, в публичной лекции, прочитанной 22 марта 3901г., рекомендует по отношению к Т. женщинами следующие меры международного характера: единство предупредительных распоряжений и карательных мер, взаимную выдачу такого рода преступников, упрощение процедуры обнаружения Т. женщинами, возбуждение преследования без личной жалобы потерпевшей, по дошедшим до полиции и судебных властей сведениям, установление строгого надзора за прибытием в порты и отбытием из них несовершеннолетних пассажирок и проверку их настоящего общественного положения и звания, воспрещение содержательницам домов терпимости и домов свидания (так наз. maisons de passe) принимать к себе иностранок без предварительного представления их для расспроса соответствующему консулу, наконец, образование особого фонда для судебных издержек и оплаты услуг адвокатов по защите в судах прав и свободы белых невольниц. Все перечисленные средства являются только паллиативами, не затрагивающими источников болезни; необходимы более радикальные средства вроде поднятия нравственного уровня общества, обеспечения материального положения женщин, безусловного запрещения домов терпимости и т. п. Эти вопросы поднимались на Лондонском конгрессе 1899 г. делегатами Англии, Германии, Дании и Швейцарии, но были оставлены открытыми, ввиду невозможности соглашения между диаметрально противоположными взглядами на целесообразность и пользу правительственной регламентации разврата. Хорошие пряники! И карамель хороша! Совсем как сейчас. Все один к одному — только термины сменили! «Модные мастерские» стали «модельными агентствами», «дома терпимости» — «массажными салонами», «проститутки» — «топ-моделями», «зухеры» — «менеджерами». И методы вербовки в проститутки (пардон, топ-модели!) те же, и те же объявления в газетах о хорошей работе, сейчас тоже применяются. И это и есть та карамельно-пряничная Россия образца Николая N2 (с зухерами, и торговлей людьми) о которой нам так с умилением рассказывают сейчас? И плачут при этом, какую Россию мы потеряли! Или мы готовимся к реставрации монархии в ознаменование 400-летия дома Романовых? И ради этого развалили СССР? Чтобы вернуть работорговлю? Хочется повторить слова героя одного из фильмов Гоблина: «Только массовые расстрелы спасут Родину!».
Бордели Санкт-Петербурга
25 октября 1913 года 39 депутатов Государственной Думы выступили с требованием закрыть все публичные дома в Петербурге. Они говорили: «Раз бордели открыты, значит, правительство против семьи»— однако император Николай II оставил все как есть.
ЗАСИЛЬЕ ИНОСТРАНОК
История проституции в России насчитывает много веков. В допетровской Руси, при безграничном влиянии церкви на взаимоотношения полов, это происходило изредка, в основном — в кабаках, корчмах и банях. Публичных девок и сводней сурово преследовали — пороли кнутами на площадях — еще со времен Ивана Грозного. В борьбе с проституцией способствовали особенности менталитета русских мужчин, не допускавшего широкого распространения блуда среди своих женщин. Во все времена к ним относились с презрением.
Организованное непотребство началось с реформ Петра I благодаря широкому притоку иностранцев в Россию, так как в Европе уже давно существовал устоявшийся институт продажной любви. Поэтому в подавляющем большинстве в Петербурге «этим» занимались иностранки. Уже в конце ХVIII века на окраине города существовали целые кварталы, где работали тайные дома свиданий. В основном их содержали голландки и немки. Одна из них, по прозвищу Дрезденша, сняла на Вознесенской улице дом, набрала туда женщин-иностранок и поставила дело на широкую ногу, пока одна из жриц любви не пожаловалась самой Екатерине II о том, что ее завлекли туда обманом. Дрезденша была строго наказана, а ее «заведение» закрыто.
Конечно, это не остановило рост количества тайных притонов. Теперь проститутки-иностранки маскировались под белошвеек, шляпных мастериц или модных актрис. Они обслуживали высшие и средние слои общества, а вот «девки кабацкие» для простонародья по-прежнему были русскими.
С проституцией в Петербурге боролись и при Петре I, и при последующих царях, однако лишь Павел I ввел правило, по которому «ночные бабочки» должны были одеваться в желтые платья, чтобы их сразу можно было отличить от порядочных женщин. Ослушниц ссылали в Сибирь на рудники.
ЖЕЛТЫЙ БИЛЕТ
Тем не менее репрессивные меры против проституции результата не давали — число тайных домов свиданий и притонов неуклонно росло. Вместе с этим росло и количество венерических заболеваний в Петербурге. Поэтому император Николай I решил взять проституцию под контроль, узаконив ее.
В 1843 году в столице начали действовать первые дома терпимости, или бордели, как их называли на французский манер. Специально созданный для этого Врачебно-полицейский комитет выявил в городе 400 проституток и легализовал их деятельность. Каждой девице взамен паспорта был выдан бланк желтого цвета. В 1844 году была издана «Табель о проституции», которая регламентировала деятельность борделей. Открывать дома терпимости могли лишь женщины в возрасте от 30 до 60 лет, не имевшие проживавших с ними несовершеннолетних детей. Хозяйка была обязана поддерживать порядок в своем заведении, осуществлять контроль за гигиеной женщин и вести соответствующую документацию. По закону три четверти заработка каждой проститутки принадлежали ей, и лишь одна четверть — самой жрице любви. Однако «мадам» часто забирали все деньги себе, чем вводили женщин в долги, навсегда загоняя в кабалу. Поэтому в 1856 году в борделях были введены расчетные книжки. Это позволило многим из «сотрудниц» откладывать значительные средства себе на будущее. Пожелавшая расстаться со своей профессией девица могла свободно поменять свой желтый билет во Врачебно-полицейском комитете на паспорт и заняться любым ремеслом.
В середине ХIХ века в бордели попадали главным образом выловленные на улицах девицы. Позднее любая женщина могла по собственному желанию получить желтый билет и стать профессиональной проституткой.
Существовали и правила устройства публичных домов. Бордели не должны были располагаться ближе 150 саженей от церквей, школ и общественных зданий. В каждом доме обязательно должен оборудоваться зал для гостей, столовая, апартаменты хозяйки и индивидуальные комнаты для проституток, в крайнем случае кровати отделялись перегородками. Строго-настрого в борделях было запрещено вывешивать портреты царских особ. До 1870-х годов в публичных домах было запрещено продавать спиртные напитки, а также обслуживать пьяных клиентов. Окна домов терпимости требовалось занавешивать даже днем.
Самим женщинам легкого поведения предписывалось соблюдение строгой личной гигиены. Два раза в неделю им полагалось посещать баню и еженедельно проходить медицинский осмотр. При этом каждая обитательница публичного дома должна была иметь индивидуальный набор гинекологических инструментов.
«БЛАНКОВЫЕ»
Уже в 1852 году в Петербурге насчитывалось 152 публичных дома, в которых «работало» 884 женщины. В основном они располагались в районе нынешнего Суворовского проспекта. Небольшая часть наиболее фешенебельных домов терпимости находилась на Итальянской и Мещанской улицах. Число борделей в столице непрерывно росло, чему способствовало общее падение нравов и отмена крепостного права. Бывшие крестьянки стали активно пополнять публичные дома, в основном низшего пошиба.
В 1879 году в Петербурге уже функционировало 206 борделей с численностью контингента в 1528 человек. К концу века большинство из них было сосредоточено в районе Сенной площади. Самой скандальной славой пользовался так называемый «Малинник», в котором работали самые опустившиеся проститутки. Их хозяйки брали с каждого клиента по 50 копеек, и в праздничные дни заставляли проституток обслуживать до 50 человек! Иногда содержательницы таких борделей вместо платы просто выдавали своим рабыням по четыре стакана водки в день.
Питерские бордели распределялись по разрядам — от двухрублевых до 30-копеечных. Расходы таких заведений составляли от 30 до 120 рублей в месяц, но самые фешенебельные позволяли себе тратить до 1500 рублей. За один сеанс в дорогих публичных домах клиенты платили по 3—5 рублей, а за ночь — до 15 рублей. Впрочем, «девочку» можно было вызвать из борделя и домой, но уже за 25 рублей.
К концу ХIХ века в Петербурге наметилась тенденция к сокращению численности борделей. Так, в 1897 году их осталось всего 69, в основном из-за ликвидации публичных домов более низкого пошиба. В дорогих борделях Петербурга опять же работали иностранки. В некоторых домах терпимости доминировал национальный стиль — проститутки наряжались под грузинок, испанок и даже японок. Все они отличались чистоплотностью, владели языками и умели подать себя.
К началу ХХ века в столице борделей стало еще меньше. В 1909 году работало лишь 32 заведения, а к 1917 году их практически не осталось. Этот процесс шел в основном из-за перехода проституток на вольные хлеба, в разряд так называемых «бланковых».
«Бланковые» проститутки появились в Петербурге как противовес «билетных», работавших в публичных домах. Такие тоже сдавали во Врачебно-полицейский комитет свои паспорта и получали бланк все того же желтого цвета, позволяющий работать на дому. Услуги «бланковых» проституток стоили дорого — до 50 рублей за час, что было неудивительным, так среди них насчитывалось до 4% дворянок. Клиентов они снимали себе в отдельных кабинетах самых дорогих ресторанов Петербурга — «Доминик», «Кюба», «Вена» и других, а потом увозили их в свои шикарные квартиры. В 1915 году было зарегистрировано около 500 таких уютных гнездышек.
В летнее время жрицы любви перебирались за город, куда выезжали на да-чи состоятельные мужчины. Сокращение численности проституток в Петербурге шло постоянно. В 1914 году было всего 2279 таких женщин, в основном «бланковых». Так что предложение депутатов Государственной Думы в 1913 году было явно запоздавшим.
Октябрьский переворот 1917 года и последовавшие за ним изменения, провозгласившие лозунг «свободной пролетарской любви», обернулись невиданным ростом венерических заболеваний. Затем с проституцией стали бороться репрессивными методами, а сейчас снова ставится вопрос о возобновлении деятельности публичных домов.
Все возвращается на круги своя.
P.S. Немного истории.
Впервые о проституции на Руси упоминается еще в государственных бумагах XVII в. За полтора столетия царская Россия прошла путь от полного запрета до фактической легализации «непотребства». Обратный путь советская Россия прошла куда быстрее и оставила свой порядок в наследство России демократической
1649 – Царь Алексей Михайлович приказывает «по улицам и по переулкам в день и в ночь ходить и беречь накрепко, чтоб в улицах и в переулках бою и грабежу и корчмы и табаку и инаго никакого воровства и блядни не было».
1716 – Петр I запрещает проституцию при полках и отказывает в бесплатном лечении солдат от «французских болезней» (венерических, в первую очередь сифилиса). 1750 – После скандального закрытия первого аристократического публичного дома, который в Петербурге на Вознесенской улице держала немка по прозвищу Дрезденша, Елизавета Петровна издает указ об обязательном приводе в полицию и медицинском освидетельствовании проституток. Еще через 12 лет Калинкинская больница (первый в России венерологический диспансер) была преобразована в лечебно-исправительное учреждение для девиц легкого поведения.
1763 – По итогам обсуждения в Сенате срочных мер против распространения сифилиса, в первую очередь в армии, Екатерина II приказывает после бесплатного лечения высылать проституток в Нерчинск.
1771 – Сенат издает указ «О безотворотном приеме на фабрики на работу непотребных девок, присылаемых из полицмейстерского управления» – до этого проституток, решивших начать новую жизнь, на работу никуда не брали.
1782 – Екатерина II вводит штрафы для устроителей борделей и полугодовое заключение в смирительном доме для проституток.
1800 – Павел I приказывает ссылать проституток из Москвы и Санкт-Петербурга в Иркутск и обязывает публичных женщин носить желтые платья, «дабы отличаться от других дам». Это были последние карательные меры по борьбе с проституцией в царской России.
1843–1844 – Для быстрого ограничения распространения сифилиса в Петербурге и Москве впервые приняты меры, регулирующие проституцию, а не запрещающие ее: появляются специальные «Правила для содержательниц домов терпимости» и «Правила для публичных женщин». Проституток, женщин старше 16 лет, ставят на учет во врачебно-полицейских комитетах, отбирают у них паспорта, а взамен выдают особые свидетельства – «желтые билеты». Их обязуют проходить медосмотр. Бордели разрешают содержать только женщинам, они обязаны обеспечивать чистоту и порядок и не допускать к проституткам малолетних клиентов.
1857 – Открыт первый в России Дом милосердия для несовершеннолетних – он обустроен на деньги великой княгини Марии Николаевны, дочери императора Николая I, для «падших» девочек младше 16 лет. Здесь им преподают курс двухклассного городского начального училища и обучают ремеслам.
1861 – Введено ограничение по возрасту для содержательниц публичных домов – от 35 до 55, а также регламентировано место размещения борделей – не ближе чем 150 саженей (около 300 м) от церквей, училищ и школ.
1901 – Возрастная планка для работы проституток повышена с 16 лет до 21 года. На деле же большинство публичных женщин, даже живших при официальных домах терпимости, младше – от 11 до 19 лет. К этому времени количество зарегистрированных публичных домов в городах России превысило 2400, проституток в домах терпимости – 15 000, а одиночек – 20 000. Впрочем, вряд ли официальные сведения были полными.
1903 – Врачебно-полицейским комитетам поручено разыскивать и привлекать к суду тайных проституток, сутенеров и содержателей притонов, надзирать за легальными борделями и девицами, организовывать их врачебный осмотр и лечение, а также помогать несовершеннолетним, беременным и «возвращающимся к честному образу жизни».
1917 – После Февральской революции комитеты общественной безопасности, создававшиеся при уездных и городских думах, массово принимают решения о закрытии домов терпимости.
1922 – В новом советском Уголовном кодексе вводится наказание за сутенерство, содержание притонов и вовлечение в проституцию – лишение свободы сроком до 3 лет с конфискацией имущества. При этом сами проститутки считаются жертвами жизненных обстоятельств – их пытаются перевоспитывать.
1929 – С окончанием НЭПа меняется отношение к проституткам – теперь их признают асоциальными элементами, вредящими (иногда сознательно) рабочему классу. Проституток отныне принудительно отправляют на трудовое перевоспитание, для чего создаются специальные исправительные колонии и лечебные профилактории. В 1937 г. эти учреждения входят в систему ГУЛАГа.
1940 – Издание Большой советской энциклопедии 1940 г. провозглашает СССР единственной страной в мире, в которой проституция окончательно ликвидирована, соответственно, и наказаний за нее нет. Эта позиция сохраняется вплоть до перестройки, – в 1987 г. вводится административная ответственность в виде предупреждения или штрафа. Эта мера сохранилась до сих пор.
